BURZICHELLI / RILEY BILL TO ESTABLISH PILOT ASSESSMENT PROGRAM IN GLOUCESTER COUNTY ADVANCED BY ASSEMBLY PANEL
Bill Seeks to Address Property Tax Inequities
(TRENTON) – Legislation Assemblyman John Burzichelli and Assemblywoman Celeste Riley sponsored to establish a countywide property tax assessment pilot program in Gloucester County to study whether it could address property tax inequities and save money was advanced today by an Assembly committee.
“Under our current system, each municipality assesses property at a different percentage of market value and each municipality has its own assessor.” said Burzichelli (D-Gloucester/Cumberland/Salem). “This is an inefficient, antiquated system that causes some property taxpayers to subsidize others. We can do better.”
“A county tax assessment system will help address the shortcomings of the municipal assessment system, streamline government and save money,” said Riley (D-Gloucester/Cumberland/Salem). “It makes sense on many levels, and this program will find out whether it works.”
Burzichelli and Riley said Gloucester County is an appropriate county for the pilot program because its area and population density generally fall within the middle of the 21 counties, so the results should be more easily generalized to larger and smaller counties.
Under the bill (A-3722), municipal tax assessors offices would be replaced with a more cost-efficient county office over a three-year period. The move would save municipal money, and costs would be offset by state financial assistance through money designed to encourage local shared services.
The program would also be studied by the Local Unit Reorganization and Consolidation Commission to determine the feasibility of exporting it to other counties.
The bill was released 10-0-2 by the Assembly Budget Committee and is expected to get a vote Thursday by the full Assembly. It’s sponsored in the Senate by Democratic Senate Majority Leader Stephen Sweeney, who is also Gloucester County freeholder director.
