Is Joan Quigley the smartest legislator?
Assemblywoman Joan Quigley (D-Hudson) is the Vice President of Bon Secours New Jersey Health System.  She is a graduate of St. Peter’s College and received her master’s degree in public administration from Rutgers University.  A former United Way executive, Quigley was first elected to the State Assembly in 1993.

Measure Streamlines Steps Voters Use to Cast Absentee Ballots in Elections

(TRENTON) – Legislation sponsored by Assembly members Joan Quigley, Jack Conners and Paul Moriarty to create the state’s first vote-by-mail law is now law. The measure was signed by Gov. Jon S. Corzine.

“Choosing who to vote for can be a confusing and stressful process,” said Quigley (D-Hudson). “Casting a ballot shouldn’t. be. Moving to a true vote by mail system will make it easier for people to exercise their right to vote and increase public participation in the democratic process.”

The new Lieutenant Governor post will become effective in January when the state swears-in in its first lieutenant governor. Voters in 2005 approved a state constitutional amendment creating the new post.

QUIGLEY BILL LIMITING HANDGUN PURCHASES TO ONE A MONTH RECEIVES FINAL LEGISLATIVE OK

(TRENTON) – Legislation Assemblywoman Joan M. Quigley sponsored to make it illegal to buy more than one handgun a month in New Jersey - a restriction aimed at helping curtail gun access by criminal street gangs – received final legislative approval early this morning.

The Senate voted 21-15 to approve the bill. It was approved by the Assembly in June 2008 and now goes to the governor.

If enacted, New Jersey would become the fourth state to restrict handgun purchases to one a month, behind Virginia, Maryland, and California.

“There’s no good reason why anyone would need to purchase large quantities of handguns all at once,” said Quigley (D-Hudson). “Providing criminals and gang leaders one-stop shopping to outfit themselves with weapons is the obvious implication of bulk handgun purchasing.”

ASSEMBLY DEMOCRATIC BUDGET COMMITTEE MEMBERS ON PASSAGE OF THE FY 2010 BUDGET

(TRENTON) - The Democratic members of the Assembly Budget Committee today issued a multimedia package on the Assembly passage of New Jersey's annual appropriations act for fiscal year 2010.

The $28.9 billion fiscal year 2010 budget (A-4100) is about $4 billion less than last year - representing the largest spending cut in state history - and would:

  • Provide property tax rebates to households earning less than $75,000 per year;
  • Retain the property tax deduction for households earning up to $250,000 per year;
  • Devote more than half of state spending to property tax relief;
  • Cap tuition increases at 3 percent and increase direct college student assistance by about 10 percent; and
  • Increase school aid by $270 million.
