Bergen County Republican Chairman Bob Yudin was so incensed by Freeholder David Ganz’s defense of indicted Bergen County Democratic Chairman Joe Ferriero that he called on the freeholder himself to resign this morning.

Yudin said that, while Ferriero remains innocent until proven guilty in a court of law, an indictment is cause enough to remove him from his chairmanship of the Democratic organization.

“This is a person running a political organization, and an indictment is damning enough that he should resign,’ he said. “If there is a prima facie case as there is here, it is outrageous that an elected official like Ganz says he should not resign. Not only is it outrageous, but if that’s his position, then he honestly doesn’t understand what being an elected official means. He’s betraying the voters’ trust.”

When Joseph Ferriero wrestled the county chairmanship from Gerald Calabrese in June 1998, Bergen County Republicans had a 7-0 majority on the Board of Freeholders, and Republicans in the offices of County Executive, County Clerk, and Sheriff.  The only countywide Democratic official was Michael Dressler, who had won election as Surrogate in 1996.  Republicans held three of the five State Senate seats, and eight of ten State Assembly seats that included parts of Bergen County.

In a campaign largely engineered through Ferriero's strategic and fundraising skills, Democrats scored an upset victory in November '98.  Joseph Ciccone ousted GOP Acting Sheriff Jay Alpert, and Dennis McNerney and Douglas Bern were elected Freeholder.  (Barbara Chadwick, a Freeholder for twenty years, was re-elected, as was County Executive William "Pat" Schuber, who defeated Assemblywoman Loretta Weinberg, and County Clerk Kathleen Donovan.)  Ciccone gave Ferriero some of the patronage he needed to build a county organization. And the Freeholder Board moved from 7-0 to 5-2.

Bergen County Republican Chairman Bob Yudin said today that the federal investigation of his Democratic counterpart, Joe Ferriero, “will have little impact” on the local freeholder and county clerk race this year.

“Joe Ferriero is not on the ballot, but freeholders David Ganz, Bernadette McPherson and Vernon Walton are and they have an abysmal record of governing that they must defend separate from Mr. Ferriero’s possible ethical problems,” he said in a statement.

Some Republican leaders believe Nutley Mayor Joanne Cocchiola and Rutherford Mayor John Hipp would make a strong ticket for the State Assembly against incumbents Frederick Scalera and Gary Schaer in the 36th district next year.  Last won by Republican Paul DiGaetano in 2003, the 36th was the closest race in the state last year in a district where the EnCap development at the Meadowlands has led to the defeat of more than a dozen local officials.

Over the last decade, Bergen County Democratic Chairman Joe Ferrerio has consolidated power with help from a group of unlikely allies: The Bergen County Republican Organization.

Ferriero developed a fundraising machine and got most of his party in lock step behind him.  But bickering and internal disputes in the GOP hurt that party’s ability to provide a counterweight, as did anemic fundraising. 

Bob Yudin, who was elected as county chairman last month, hopes to change that. 

“Since the day I was elected, I have been reaching out,” said Yudin.  “In my acceptance speech and every day I reach out and try to counsel people.  We have to stop the fighting, we have to work together, and it has been effective to some degree already.” 

After a three hour interview with FBI agents investigating a grants consulting company, Bergen County Freeholder David L. Ganz insists he’s not the target of the federal probe.   The U.S. Attorney’s office won’t confirm or deny that – as is their policy – and Ganz said the investigators told him that they just needed him to verify documents relating to grant business in Fair Lawn when Ganz was the mayor.  Still, since Ganz is up for re-election in November (among Democratic candidates, he was the low vote getter in the 2005 general  and the 2008 primary, and lost re-election to his Fair Lawn Borough Council) and some Democratic are concerned that he is the weak link on the Democratic ticket. 

There is some speculation that Bergen County Democratic Chairman Joseph Ferriero, although emboldened by deep splits within the county Republican organization, could change candidates before the general  election if he believes his incumbents are in danger of losing.

The Bergen County Republicans are seizing on the joint federal and state investigation of a huge development project gone awry in the Meadowlands.

The troubled EnCap project would have included 2,500 residences and two golf courses before it was shut down by the Meadowlands Commission last month. The Bergen Record reported that, post bankruptcy, the project is facing a corruption investigation by U.S. Attorney Chris Christie and State Attorney General Anne Milgram.

Bergen County Republicans feel that the scene is set for a competitive freeholder race.

Three incumbent Democrats are up for reelection to the all-Democrat board. There’s Bernadette McPherson, who just lost her mayoral seat in Rutherford by a landslide; David Ganz, who lost his mayoral seat in Fair Lawn to Republican Ed Trawinski in 2005 (although he was reelected to the freeholder board that same year); and the brand new Vernon Walton, a former Englewood councilman who lost that seat to Democratic Assemblyman Gordon Johnson in 2006.

“McPherson and Ganz, I think, are the soft underbelly of the Democratic freeholder board,” said Republican state Sen. Gerald Cardinale.

Add to the chastened incumbents a few local circumstances, like the growing EnCap controversy, the indictment of former Democratic state Sen. Joe Coniglio and having the popular Republican Kathleen Donovan on the ballot for reelection as county clerk, and some Republicans feel that they have the makings for a good race and a chance to win a Freeholder seat for the first time since Lisa Randall won one in 2003.

“The (Democrats) each have baggage,” said Republican strategist Thom Ammirato. “You’ve got great issues floating around them.”

In southern Bergen County, Republicans are focusing much of their energy on one town: Rutherford.

Democratic Mayor Bernadette P. McPherson, who is also a Bergen County Freeholder, is up for re-election along on a slate with Democratic Councilmen Ray Frazier and Richard Reyes.  Currently, the balance of power on the council is 5-1 Democratic.  The Republicans have fielded attorney John Hipp for mayor, along with Rose Inguanti and John Sasso in an attempt to tie council. 

But more is at stake that just the leadership of this town of 18,000.  The election is one of the first offensive moves by new Bergen County Republican Chairman Robert Ortiz, who’s trying to slowly claw the Republicans back to power town by town.  And it just so happens that this was one of the first towns that Bergen County Chairman Joseph Ferriero turned over to Democrats, with McPherson’s election in 1999 and winning a council majority the year before that.
