Woodbury, NJ (July 23, 2008) - After a judge forced him to re-do the creation of a superintendent of elections post because Freeholder Director Stephen Sweeney and his all Democrat freeholder board did it behind closed doors the first time, Gloucester County Republican Freeholder candidates Phyllis Scapellato and Larry Wallace have discovered Mr. Sweeney has the option to keep elections bipartisan in Gloucester County.
The Republican Freeholder candidates are calling on Sweeney to use a provision in Title 19 that clearly states the county "may establish, by ordinance or resolution, as appropriate, the office of deputy superintendent of elections." A deputy superintendent by statute "shall not be from the same political party as the superintendent."
Furthermore, the dual-office holding Sweeney has the opportunity to show the voters he can be fair by using his position of Senate Majority Leader to introduce a senate version of assembly bill A1363 which also appropriates state aid to reimburse the counties for establishing the position.
"Sweeney tried to make a power grab and fair elections almost died," said GOP Freeholder candidate Phyllis Scapellato. "Now we are giving him the opportunity to keep elections fair. He even has the chance to get state aid to do so, let's see if he really cares about the voters of Gloucester County."
"Now that they have established the position of superintendent of elections we can't undo it, but we do have the opportunity to keep elections bipartisan," Republican Freeholder candidate Larry Wallace stated. "Perhaps one of Sweeney's other freeholders will dissent for the first time in over a decade and take the side of the voters on this issue. If the freeholder board argues the cost is too high then it is their obligation to lobby the state legislature to push through assembly bill A1363."
