(TRENTON) - Assembly Speaker Joseph J. Roberts Jr., today issued the following statement regarding his sponsorship of legislation to eliminate Regional Contribution Agreements (RCAs) and his corresponding commitment to provide urban communities with replacement revenue to fund affordable housing efforts:
"RCAs should be eliminated and corresponding replacement revenue is essential to ensuring sufficient levels of affordable housing in New Jersey.
"The RCA-repeal legislation has started a constructive dialogue in this state about affordable housing; urban mayors, ministers and housing advocates have been - and will continue to be -- very important players in this process to change New Jersey's housing policies.
"Communities currently relying on RCA funds to provide affordable housing will need alternative funding assistance and the state has an obligation to work with mayors and other affordable housing advocates to make this happen.
"That is why my legislation would appropriate $15 million.
"The dialogue for an improved housing policy must continue and it is my intention to continue working on this bill in the fall."
