Dawn Lacy served as a captain in the Air Force and was in charge of the security detail that defends a base from attack.
Now the 36-year old acting chair of the Burlington County Republican Party believes her organization is under siege, not from a foreign invader, but from a local culture of bossism and fear.
When the New Jersey native fulfilled her five years of active duty in the military, she and her husband moved to Burlington, where she headed up the Young Republicans Club beginning in 2003. To this day she receives cautious praise from boss Glenn Paulsen for her recruitment efforts.
"She was good at GOTV," said Paulsen. "She felt that was something she could grow beyond."
In December of 2004, the energetic Lacy became vice chair of the party, and when Mike Warner resigned earlier this year under pressure from the party, she assumed the position of acting chair. She was quiet during the general election because she did not want to do anything to hinder the victory of those Republican candidates running for office.
But after the election last week the Mount Laurel Republican went public with her belief that the Burlington GOP is an organization that has been systematically bullied by Paulsen and his surrogates, and stated her desire as chairwoman to review the party's finances from top to bottom.
"People over the last two years have been saying the Camden County politicians and bosses are after our county," Lacy said. "But what they don't understand is that Camden and Burlington are part of the same machine. Only people's indifference allows the bosses to emerge."
Her move last week to seize the party's books and remove them from a headquarters that is owned in part by Paulsen incurred the boss' wrath. This weekend he called a meeting of municipal chairs who signed a petition urging Lacy to hold an election for a permanent party chair. They subsequently circulated this petition to county committee members, and campaign manager Chris Russell said in all they managed to muster nearly 60 signatures.
This week Lacy admits as she looks across the field and sees a lot of would-be allies scattering, "It's dawning on me how much fear there is."
People have county jobs they received through connections to the party. Candidates were told early in their careers they didn't need to worry about raising money - that part would be handled for them - just shake hands and smile and get your name out there. Now even if they want to they can't cross Paulsen. He made them.
In the midst of this Republican war, party members have approached Lacy and asked her what she thinks she's doing, and doesn't she know better than to divide the GOP. She tells them particularly as the party tries to shake off the cloud of corruption caused by the Burlco Bridge scandal, that it's important for the party to assume responsibility. She argues that her responsibilities are not less because she was not elected to a full two-year term, and likens her position to that of former acting governors Donald DiFrancesco and Richard Codey, who could be no less responsible in the way they carried out their duties because they did not go through a general election.
"I'm doing things that are respectful - but authoritative," Lacy said. "As the acting chair, I have a fiduciary responsibility to this organization."
Paulsen's allies through their signatures have put the pressure on her to call for a special meeting to elect a new chair, which would dislodge her from her seat prior to the end of her term in June.
More than fulfilling her term, she says, she wants to make sure the party is on a path to good health.
She may leave early.
She wants to make a mark before she does. But with a Congressional race looming in the 3rd district next year, she realizes time is scarce. Lacy is not a Leader
What is the purpose of Dawn Lacy airing the Burlington County GOP’s dirty laundry on PoliticsNJ and in emails - doesn’t she realize that the Democrats are going to get a hold of this information and Democrats will use this mess against the GOP in the fall. I guess she just does not care?
If she believes there are this many problems with the Burlington County Republican Party, why doesn’t she call a meeting and have a discussion with the Republican Committee people who she answers to? Why do people from Hunterdon Middlesex and Mercer Counties need to know what she thinks is right or wrong with the Burlington County GOP. This is not something I would expect to see from a true leader.
If she wants to be a leader she needs to act like one. I have never heard of a County Chairman/woman who sends out venomous emails against an elected official from own Party and County and asks others to forward them to people they know. Lacy an excellent Leader
Dawn Lacy is an excellent leader. She is being open and honest and looking for a full investigation into the status of the party. This has Paulsen/Layton very fearful. All of their backroom deals/schemes could be exposed.
People are tired of dirty politics and Dawn Lacy is trying to clean the party up. If it means getting rid of dirty laundry (Layton/Paulsen) then so be it.
I haven't personally gotten any emails from Dawn Lacy, but I did get an email from the Mayor of Shamong, who seems to be right on with his statements.

I want to meet the person who supports Layton and Paulson because he/she actually believes they would do the better job. So far everyone I've talked to who isn't backing Lacy is only doing so because they have a mortgage to pay, a couple of car payments and maybe a couple of kids to feed. Hard to sleep at night when Glenn Paulson is threatening your job if you speak against him. For all of those who are being bullied by Glenn and Bill, let's hope they don't forget that it's also hard to sleep at night when you've lost your integrity by selling out.
Big Picture
The entire state of politcal lookers-on sees what is going on here. A political machine miscalculated and underestimated the mettle of Ms. Lacy. She dares to stand in their way, dares not to buckle to their will.
And so we see the threats, the smears, the scrambling, the relentless campaign against her. How dare she deny Paulsen and his lacky control of "their" party?
So arms are twisted, jobs are threatened, people are cursed at, prodded and poked. And to the rank and file they cry "Norcross!" "Camden County!" "You need us!"
But all around the state, and throughout the county, people--even those who have bowed to the machine's threats--smile and say...

I received unsolicited emails from Layton - don't even know the guy, never gave him my email address all of a sudden I received an email trashing Dawn Lacy.
At that point I reached out to Lacy and asked who is this person and how did he get my email address and why is including me on his garbage - Dawn reserved comment and stated that she would let him know his emails were not welcome.
She didn't speak negatively of him in fact she said she would handle my concern -- next thing I know i am reading about Addeigo trashing her publically on PoliticsNJ -- I think it is more obnoxious for a Assemblywoman Elect to speak out-of-turn and selfishly put herself and the Burlington Co. GOP business out there sounding as some kind of "Victim". I guess she didn't learn what her campaign managers taught -- her opponent lost her election because she "got off track crying victim through her campaign". Ms. Addiego will not be taken seriously in office if she's crying "victim" certainly makes her look weak and incompetent.
Additionally, with the successes of women in the legislature, "real" leaders will not look favorably upon her bashing other women in leadership roles. Therefore when the day comes she needs a "co-sponsor" to accomplish something, I hope it is not a woman legislator she will have to depend on.

Early in the week I asked if anyone could fill me in on Dawn Lacy's qualifications -- other than planning BBQ's for the YR's and (as the hand-picked right hand woman to the biggest blunder in recent Burlco leadership history) helping Warner to lose GOP strongholds, Vince Farias' race & allowing a veteran Assemblyman to switch parties. I didn't hear anything back so I am still wondering what else she has done that could possibly give her the ability to run a party?
A chairperson needs to be able to do two things: WIN and RAISE MONEY. Has she ever done either? Has she ever even run a campaign? Has she ever raised a dime? Fundraising is incredibly difficult, and getting more so every day. She is in so far over her head that she doesn't even know what she doesn't even know yet.
It's so sad that this grossly unqualified person might have a shot simply because some people have axes to grind. Please people: Don't be stupid. Dawn Lacy has no place at the helm of this party, or any other party. Regardless of your feelings towards Glenn or Layton, you & I both know that she is not qualified & that she will singlehandedly steer this ship straight into the ground. If you don't like Layton, why not come up with an alternative rather than elect Lacy, who clearly doesn't have a clue?
Mark my words: If she wins, the red carpet is rolled out to Norcross to move in & take over.

Well, this is the first time that I've heard a BurlCo GOPer mention the words "BurlCo Bridge Commission," so some credit is due Lacy's way. That said, this is all too little, too late, just like Allen's public feud with her confidante and benefactor Boss Paulsen (she had 12 years in the legislature to break-up with her Boss but only just decided to do so).
One wonders who is running the BurlCo GOP: Is it corrupt party bosses like Boss Paulsen and his lap-dog lobbyist neighbor Layton, or is it Lacy and her group, who, at the end of the day, will only keep business as usual with machine politics? Either way, this is a losing proposition for county voters, and it is a travesty that Rudder, Haines and Addiego are now in Trenton to further their disturbing trend of bossism, cronyism, high taxation, and conflicts of interests.

I truly like Dawn Lacy, but I believe she is being used by people who are currently on the outside looking in. The people I am talking about don't have the number of contracts they would like, so it looks like they are using Lacy to cash in on financial success. It is a shame Dawn does not see this.

Dawn Lacy's Qualifications
I couldn't help but to respond to this - you ask what are her qualifications? How about one of the most politically influential "Bosses" aka Glen Paulsen endorsing her to become Vice Chair of the Committee? With his seasoned knowledge, experience and contacts surely he held confidence in her knowledge, skills and abilities to fulfill the duties incumbent of the "Chair" should the need arise e.g, Glenn Paulsen resigning, then Mike Warner resigning. She knows what she knows through none other than the best and according to some is Glenn Paulsen.

that pretty much wraps it up, they guy never showed his face until Election night '06 when he threw a hissy fit about Farrias losing. Theyguy has never stuffed an envelope, knocked on a door, made a phone call or put up lawn sign. He thinksits his birt right to be chair because he lives next door to Paulsen. He is a state-wide joke, he bounced his concrete checks all over the state. HE has put the party into six figure debt.
It's not about contracts.....but methods!!
In the end, it doesn't matter who the county chair is. What matters is how the party defines itself after the dust settles.
In the end, if the Paulson-Layton crew remain involved, it doesn't really matter what the Camden Democrats do because THERE IS NO DIFFERENCE between them and Paulson.
If Paulson is allowed back in the door, Burlco Republicans become the Camden Democrats. The Burlington Cty voters keep the Camden Democrats out of Burlington Cty. It's Dawn Lacy and the party's job to keep Paulson out of Burlington.
Paulson and Layton want to keep you distracted from the real issues, which is that they are corrupt and want to continue feeding at the public trough. Addiego sent an innappropriate letter (which it turns out wasn't even written by Addiego but by Paulson's other lap dog, Waters) which was emailed to a broad group of county republicans. So why does anybody get shocked when Lacy allows a counter letter to be distributed.
Guess what, it is different. It's called being open and it's called getting the dirty business out of the dark rooms and into the open where it won't stand the light of day. If Addiego's letter had trashed Paulson, he would have called her, threatened to expose some deep dark secret which could ruin her career and the party members wouldn't have heard anything except when they read Addiego's retraction letter the next day telling everyone she was mistaken and was mislead.
You should be glad that stuff is out in the open because that will make it stop. You can't extort and threaten people in public which means Layton-Paulson won't be able to operate any longer.
The Camden Dems are not the enemy
The Camden Dems are not the enemy. We have seen the enemy and he is us. In this case it is the Burlington Cty corrupt political bosses, Layton-Paulson.
It's not about being selfish or childish. This is about defining the Burlco Reps as a group with honor and integrity. Not a continuation of the reprehensible behavior associated with Layton and Paulson.
Bravo to Lacy for standing up to these hacks. Every day, more and more burlco reps are realizing the dramatic differences between Lacy and Paulson and are rejecting Paulson's methods and greed.

That's ridiculous. Lacy had the guts to stand up for what she thinks is right, so you think she must be getting used. What about the possibility that she built a coalition of people who were also not afraid to stand up to the Paulson machine?
I wouldn't spend much time lamenting over how poor Dawn is being used. This is an individual who knows how to be tough. She has stood up to the best that Paulson has been able to throw at her and she is still standing.

Lacy stays Strong
Paulsen/Layton are stunned that Dawn Lacy hasn't bucked under the pressure of threats and rumors. She is staying strong and doing what is right for the Burlington County GOP.
And in the end everyone will be better off with a party that is not under the thumb of a corrupt Boss Paulsen. Paulsen/Layton do not care about elected officials, they do not care about volunteers, they don't care about integrity or honesty either. They care about lining their pockets with $$$ and controlling people.
These are not the people that should be running the party. Their is no difference between George Norcross and Glenn Paulsen. Well actually their is one, people aren't afraid of Paulsen anymore like they are of Norcross in Camden County.

I would like to see Dawn Lacy issue a statement that any attorney currently doing work for the county Republican organization in an official capacity, paid or unpaid, would resign from any and all county government contracts and would forgo pursuing any such contract for a period of 24 months following doing work for the Republican organization.
If she issues said statement, then I will take her seriously. Otherwise, the belief she is knowingly or unknowingly being used by Mr. Cureton will be confirmed.
The strong belief that this whole endeavor is being orchestrated by Allen and Cureton can be put to rest with this simple act.
Also, was Cureton paid for the letter he issued? Will ALL the hours he has contributed to Lacy's war be included in the "audit"? Will he submit an in-kind contribution for all the work he has done to include the Sheverlew debacle? Will Allen pick him up as her Congressional campaign counsel (fyi - this will only last through June as Allen will not make it past the primary due to the in-fighting she is perpetuating)?
Dawn - this is your opportunity to put up or shut up.

Let Lacy put this whole thing to rest and pledge that all current and future attorneys working, paid or not (this is important because it would eliminate the "I'll work for free now in exchange for contracts later" concern), for her in her capacity as acting-chair agree to give up current contracts and not take any future county contracts. Put that in writing and send out to all.
That should end the debate and put forward the "not contracts but methods" arguement.
Hope she does and then we can all get down to building the party - and stop tearing it apart.

because evidently, I am speaking out of my pay grade. But it is my understanding that Dawn dismissed Paulsen as the attorney of the Burlco GOP.
As for the names, Martha- I don't sell out my friends. Why would I announce these people so that you could threaten them for opening their mouths and having the audacity to let it be known they feel bullied and intimidated? This is in fact about contracts and not methods.
If it were about methods, then one need only look at last year's county races compared to this year's.
Joe Donnelly and Jean Stanfield pulled more votes then Wujick and Haines (not to mention Farias who lost).
Joe and Jean pulled more votes when they were out spent 2-1 and had a lower voter turnout. Last year the Wujick and Haines team outspent their opponents 10-1 and had the narrowist victory in more than a decade.
This is indeed about methods.
Should Layton have done more to reach out to Lacy - absolutely. Would the R's have done as well without the support of labor? Doubt it.
Typically after a campaign, hurt feelings and lessons learned are worked out.
That Lacy, the morning after the victory celebrations, fired people she did not hire, tried to grab money she did not raise and basically started a public war that set the party back to where it is was a year ago shows Lacy's method - Grab power no matter the cost and look for allies (Jerry Cureton) to fund it.
Every political leader in the state, Rep and Dem, took notice at the major victory that took place in Burlington County after a Norcross onslaught (where others crumpled, Burlington R's prevailed). Only to read the next day that Dawn Lacy (most said "who?") tried to rip the party a part.
Time to let the idealists know the true colors of Dawn Lacy - she believes this is all about her and Jerry Cureton will be here personal piggy bank.
Unless I am totally wrong, which is why I am asking Dawn to set the record straight and commit to have her Republican attorneys agree to only work for her if they forego all current county contracts and agree not to accept future contracts for a period of 24 months.

Does this mean Capehart should have no county contracts for 24 months since Paulsen has done work for the GOP??? Does this mean Layton should make sure that anyone who he lobbies for in Trenton get no county work because of possible conflicts??

Lacy is already the Chair!!
Somone who's already in power doesn't do power grabs. She was put there by a unanimous vote and glowingly nominated by Glenn Paulson.
The power grab is by the folks NOT already in power. The Layton-Paulson group just woulnd't accept the fact that there brand of corruption would no longer be tolerated.
How quickly we forget
Have we already forgotten who ran the disastrous campaign in Evehsham? (Russell in case you forgot).
The only one with a personal piggy bank in this county has been Paulson and the hundreds of thousands (probably even millions) of dollars which he has bilked, stolen and extorted from the taxpayers in Burlington county.
Has everybody forgotten that Paulson resigned from the Chair because of the ongoing investigations into his shenanigans. He was never cleared. The only reason he didn't get prosecuted was because the statute of limitations had run out. That doesn't make him innocent. It makes him lucky.
I don't think he's going to be as lucky this time around. They're not done with him yet.
Everybody also knows why he is so desperate to hold an election as quickly as possible. Could it be because he needs to get it done before Lacy has a chance to audit the finances? Could it be because the next round of indictments won't be too far around the corner.
Glenn's time is coming quickly and he and Lambiase will do really well as somebody's girlfriend.

But 3 paragraphs later, blah, blah, blah, you then state, "This is indeed about methods."
You seem a little confused.
Just an observation, you are getting sloppy.

Maybe I missed it, but since when was the Burlco County race or the 8th LD a tight race? None of the pundits on NJN, and none of the pundits on PoliticsNJ thought it would be won by the Dems. It was on nobody's list to watch. Results on Wed were reported as "no surprises".
EXCEPT, some pundits did mention the 8th when saying there could be a possible voter backlash against the GOP due to the terrorism mailer.
Seems like alot of self-congratulations on Layton's part. He created the only opportunity for Dems to take the 8th, then defeated them.
And racked up enormous debt in the process.
Not exactly Karl Rove...
