(TRENTON) - Assembly members Sheila Y. Oliver, Pamela R. Lampitt and Wayne P. DeAngelo today issued a multimedia package on the enactment of legislation they sponsored to authorize state, county and municipal governments and school boards to more easily implement energy savings improvement programs.
The new law allows governments to enter into long-term lease-purchase agreements with energy companies, providing public buildings the benefits of energy saving technologies - which include new, efficient HVAC systems, improved insulation and efficient lighting - without the upfront spending normally required.
The sponsors contend the measure (A-1185) will create new jobs and could act as a catalyst to promote and sustain environmentally friendly - or "green-collar" - jobs.
The multimedia package consists of a video press release on the bill signing ceremony, audio of same and a transcript of statements by the sponsors.

Assemblywoman Sheila Y. Oliver (D-Essex):
"If we look at the energy bills that are being expended by some of our public entities, we're wasting money by running energy systems that are not efficient. This will be a huge savings to taxpayers at the local level [and] at the state level as well."
Assemblywoman Pamela R. Lampitt (D-Camden):
"It's an opportunity to quickly go back to work, but it's not only an opportunity to quickly go back to work, it's an opportunity for it to be done the right way. And looking at this crisis, we need to be able to take a step back and be visionary leaders in terms of doing it the right way, and the right way is looking at energy conservation opportunities."
Assemblyman Wayne P. DeAngelo (D-Mercer):
"This will create jobs that are much needed [in the] blue collar, green collar sector of New Jersey workers, which are experiencing almost double-digit unemployment rates."
Oliver:
"I embrace the concept of guaranteed energy savings contracts. It is a win-win for everyone."
