(Mount Holly, NJ) - Phil Haines, Dawn Marie Addiego and Scott Rudder, candidates for the 8th Legislative District, today called on the state to revamp the way it handles homeland security funding in the wake of a thwarted terrorist plot against the Fort Dix military installation.
“As we found out this week, when terrorists strike they do not plan their attacks based on whether a target is in a Democrat or Republican legislative district,” State Senate candidate Phil Haines said. “And hopefully it is now clear that therefore decisions about where to direct homeland security funds cannot be made based on partisan politics.”
Burlington County towns located in the 8th Legislative District were shut out of the homeland security grant process between 2002 and 2005. It has been alleged that towns in legislative districts with Republican representation were largely shunned for these funds as a result of political considerations.
Between 2002 and 2005, $21.3 million of the $22.9 million in grants, or 93 percent of the total, went to towns in Democrat-controlled legislative districts. No funds went to the Republican represented 8th District, nor to the neighboring 7th District represented by Republican Senator Diane Allen.
In total, 29 towns in Burlington (including towns adjacent to Fort Dix) applied for funds and received nothing, while 16 of 19 towns in Wayne Bryant’s 5th Legislative District received grants. Some towns even received more money than they applied for.
“Decisions about where to send precious homeland security dollars need to be based on non-political factors,” Freeholder and Assembly candidate Dawn Marie Addiego said. “These choices should be made based on an assessment of potential targets, the risks posed by the presence of those targets, and what applications are most carefully tailored to mitigate those risks.”
The team said that the process was wrong not just because funds were denied to regions of the state that are potential targets for terrorist attacks, such as the towns surrounding Fort Dix, but because public safety officials in those towns spent valuable time and resources filling out applications that would never be given serious consideration.
“While some cities in New Jersey made questionable purchases with their homeland money, our towns were deigned. The point of yesterday’s foiled plot is that terrorism knows no partisan boundary,” Mayor and Assembly candidate Scott Rudder said. “Homeland security is about protecting people not political fiefdoms.”
