Kean) – CONDITIONAL VETO - Revises conditions to qualify for exemptions from electrical contracting permit requirements for electrical installation, repair and maintenance work done by public employees on public property The Governor issued the following conditional veto message on Assembly Bill NO 3317: To the General Assembly:             Pursuant to Article V, Section I, Paragraph 14 of the New Jersey Constitution, I am returning Assembly Bill No. 3317 (Second Reprint) with my recommendations for reconsideration.  Summary of Bill  This bill would change the requirements governing the electrical contracting permitting process, to narrow the current exemption provisions concerning work performed on public facilities.  Current law provides an exemption from permitting requirements for work performed by regular employees of the State, a municipality, county, or school district on premises or property owned or occupied by the State, municipality, county, or school district.  Specifically, the bill would narrow the current law by providing that this exemption would apply only if the employee performing the work also is a registered qualified journeyman electrician or if the employee holds a civil service title with a job description that includes electrical work.  In addition, the bill provides that any regular employee of the State or of a municipality, county, or school district who has submitted his or her registration application to the State Board of Examiners of Electrical Contractors for registration as a qualified journeyman electrician would be permitted to continue to perform work until such time as the board acts upon his application.  The bill also provides that any applicant whose registration application is not approved by the board would no longer be permitted to perform electrical work.   Under current law, an exemption from electrical contracting permit requirements is provided for any electrical installation, repair, or maintenance work performed by regular employees of the State or of a municipality, county, or school district on the premises or property owned or occupied by the State, a municipality, county, or school district, without regard to the journeyman status or job description of the employee performing the work. B. Recommended Action             I commend the sponsors of this bill for their efforts in crafting this legislation, which has a salutatory public safety purpose, to enhance safety in schools, community centers, libraries, and other public buildings across the State by ensuring that electrical work is performed by properly trained individuals.
