Oroho: Executive Order on Budget Is Weak and Will Prove Ineffective
By Andrew PrattSenator Steven Oroho, R-24, said this about the Governor's recent executive order requiring that the budget be balanced with recurring revenue:
"Senate Concurrent Resolution No. 70 calls for letting voters decide whether the state budget be balanced with only regularly collected recurring revenue. The purpose is to stop politicians in Trenton from using one-time gimmicks to balance the budget. Any unanticipated or non-recurring revenue sources should be used to reduce debt. "Now the Governor has issued a mere executive order that he says will require that this practice be followed. An executive order is the weakest method the Governor could have chosen for implementing this public policy. The order can simply be rescinded with a stroke of the pen by this or any future governor, and it very well may be as early as next year's budget signing.
"My bill, SCR-70, authorizes a public vote on the constitutional amendment, but unfortunately, it has languished in the Legislature since Senator Kevin O'Toole and I introduced it in January. Governor Corzine could have thrown the immense weight of his office behind the measure back then, and made its passage a requirement to win his approval of the 2009 budget.
"If the Governor is truly committed to getting the state back on a sound financial footing, I call upon him to publically support SCR-70, which is a stronger measure, and to campaign hard for its passage."
