Ex-GOP candidate charged with stealing from MADD

TRENTON - Clayton Police Chief Frank Winters, the Republican candidate for State Assembly in the 4th district two years ago and a Newfield Councilman, was charged today with stealing $150,000 from a Mothers Against Drunk Driving chapter he heads.

Attorney General Stuart Rabner announced that Winters and his wife, Bernice, were charged with a two-count complaint of conspiracy and theft by deception. Their alleged fradulent sceme involved a company they owned which was paid to produce promotional items for MADD, but which did not.

"The alleged scheme is shoking on a numberof leveles," Rabner said. "Mothers Against Drunk Dirivng is a hard-working, grassroots organization founded more than 25 years ago to combat drunk driving and underage drinking. Ripping off donations to MADD, which were intended to make our streets and highways safer, is unconscionable."

The Winters' are both former leaders of MADD at the state and local level. They are both former chairmen of the New Jersey state chapter of MADD, and Chief Winters was also a member of the national board of directors.

David Wald, a spokesman for Rabner, said that Winter was not arrested.

"He is not in custody. He has received a summons to appear in Newfield Municipal Court on May 1st," said Wald. "He is, of course, no longer police chief.. relieved of his duties this morning."

The Atttorney General said Gloucester County Prosecutor Sean Dalton has taken over supervision of the day to day operations of the Clayton Borough Policer Department.

BIAS


I hope this crook goes to jail for a very long time. But you have love the BIAS in the heading. Ex-GOP. In the next headline it simply states "Three Bergen Legislators Indicted" No mention of the party affiliation, Democrat, in the headline or story. By the way is that a Stuart Rabner citing? Wow. Interesting with all the fraud going on in this state the only indictment he can hand down is a against a Republican.

OBVIOUS BIAS


I couldn't agree more with you jim. I just blogged about this very thing on www.GOPUSANJ.com. Compare this article to the one Max wrote about Rudy Garcia. <br>

This guy was a GOP candidate who lost. I think it is more important that he is currently a POLICE CHIEF than he was a losing candidate 2 years ago. However, compare this story to the one he wrote about Rudy Garcia last month.<br>

Garcia was the former mayor of Union and a former Assemblyman. There is ZERO mention that Garcia was a Democrat, not even once.<br>

Is this a case of poor reporting or purposeful bias ? I think the answer is clear. <br>

If it is a Republican, use the word GOP and Republican as often as possible, if it is a Democrat, and if it's even reported, don't identify the party of the guilty.

This is What it Takes for a NJ Pol to be Busted


You have to be greedy, brazen, stupid and/or very unlucky. Ain't it a shame.

Obviously, we all have to wait for a trial and a guilty verdict before concluding with certainty that the allegations are true. Who knows? Maybe there's a valid defense? The trial will be interesting!

Having said that, it actually annoys me that the state AG makes such a big deal over this relatively small alleged criminality (as atrocious as it was/is to steal from MADD) when there are HUNDREDS OF MILLIONS of dollars ripped off every year from NJ in more systemic but LEGAL ways.

We are living in an upside down "through the looking glass" world in which morally/ethically criminal behavior has become LEGALIZED.

Let's face it: the "developers" are constantly "having their way" with the people whose job it is to protect the interests of ordinary citizens.

The recent abuses of eminent domain to make developers even more filthy rich in the face of community opposition are but the tip of a multi billion dollar iceberg.

Virtually every industry lobby group that "contributes" to political "campaigns" gets laws/rules/regulations that accrue to their financial benefit in return. Is it a "tit for tat"/quid pro quo overt bribe? Rarely; but the cumulative net result of unspoken "understandings" is the equivalent thereof.

So, what we have in place is a system of LEGALIZED (de facto) BRIBERY!!!

Most New Jerseyans know this in their gut. They are not stupid. They are not ignorant. The details are elusive, but the general picture and the stench it engenders are fairly obvious.

There are just so so so many hogs feeding at the public trough that now and then a few go over the line and do something so stupid and so brazen that they are actually unlucky enough to be snagged.

If Chief Winters and his wife are actually guilty of these disgusting charges they should suffer the maximum penalties allowed by law with zero time off for any reasons at all.

If anything, people in positions of public trust should receive draconian triple sentences when they dare to break their oaths and violate that trust...the penalties should be harsh enough that no one in office would DARE to even THINK about breaking the law.

This really is NOT a partisan issue; I am just as pissed off and disgusted with the Democrats in office who become filthy rich because of their connections and do so LEGALLY! It's JUST AS CORRUPT as what the Winter's are accused of doing; but it's LEGAL!

When the people of New Jersey actually come to understand and believe that they truly DO have the power to change this virtually overnight; there will be a voter rebellion the likes of which hasn't been seen in American history!

The only way the status quo can be maintained is for the general population of average middle class, working, and poor schlubs (who make up about 90%) of the population to be kept passive and apathetic.

The toxic cynicysm that most New Jerseyans feel MUST be transformed into a positive action oriented demand for "root to branch" major reforms.

There's no GOOD reason that NEW JERSEY can't become the cleanest state in the country.

We can/must pass clean election laws that mandate 100% public financing of all campaigns.

In the short term, the old Buckley vs Vallejo decision can be respected by introducing a clause that will match any funds that individual gazillionairs (like Corzine or Forrester or Lautenberg) make with public monies to the opponents.

The cost of the program will be offset many many times over by the savings that accrue as a result of good governance and a substantially revitalized economy.

Rest assured that the face of politics will be radically changed when the constituency that must be appealed to is the voters and not the "money people".

All manner of laws/rules/regulations will be changed to reflect goodness and common human decency instead of short sighted selfishness and greed.

We in New Jersey can go from being perceived as one of the most corrupt states in America to actually becoming a shining example to the rest of the country and the world of how to do it right.

Imagine the economic prosperity that will accrue to New Jersey when the (legalized) corruption taxes are repealed!

The ONLY right way to effectively clear that up is to clean up the modus operandi that put us in that hole to start with.

The facts say it is BIAS


I wrote "I hope this crook goes to jail for a very long time" referring to Winters. You can't say there is no bias when the fact the Winter is a Republican is pointed out twice in one article yet the other article contains no mention of the other three as Democrats. How is the evenly written? Facts please.

There r stories written every day about Dems being prosecuted. They even mention other Dems in unrelated cases. The bottom line is don't do the crime. Surely u r not suggesting the NJ media is slanted towards Dems. I point out the Trentonian, Bergen Record and Asbury Park Press

I was simply making an observation. One article mentions the party affiliation twice and the other doesn't mention it at all. Of course there are stories everyday about the Dems being investigated of indicted. They are the party in power and at the current moment the ones committing a majority of the crimes. I haven't read the

Is this the best the NJAG can do again? A big press photo for another small,small, small,with Democrat roots I might ad, possible crook?
