Republican Bergen County Executive Kathe Donovan this year switched county insurance companies from Brown and Brown to Conner, Strong and Buckalew.
South Jersey Democratic Party power broker George Norcross III owns the firm, which includes Republicans at the top ranks, key among them Joe Buckalew, former Ocean County GOP Chairman.
Donovan said there is no contract, which is why the freeholder board did not have to sign off on the order.
The county's designated insurance firm does business with the county vendors and is paid directly by them.
Donovan told PolitickerNJ.com that her office was dissatisfied with Brown and Brown in 2011 and last year opened up the bidding process.
Brown and Brown; and Conner, Strong and Buckalew both made their cases, and she picked the latter.
