The Republican primary battle in that district echoes last week’s reverence for Ronald Reagan at the Republican Presidential debate, with both of the leading State Senate candidates evoking the Gipper to set them apart from the rest of the state’s Republican Party.
Former Bergen County Freeholder Todd Caliguire and Assemblyman Kevin O’Toole are the main contenders for the Republican nomination for the Senate seat of Henry P. McNamara, who’s retiring after serving as a Senator for 22 years. Caliguire is running with two Assembly candidates: conservative activist John Ginty and Wayne Councilman Joseph Schweighardt. O’Toole, the frontrunner, shares a line with incumbent Assemblyman David Russo and Wayne Mayor Scott Rumana. A third candidate, Wayne attorney Victor K. Rabbat, is in the race as well.
“I think our party needs to get back to the principles of Ronald Reagan -- articulating the fact that government is not the solution to our problems,” said Caliguire. “That was Ronald Reagan’s touchstone.”
Indeed, Caliguire’s strategist, Kevin Collins, bills the slate as the “Reagan Republican Team,” and initially tried to use the ballot slogans of “Reagan Republicans for Essex County” and “Reagan Republicans for Passaic County” in the parts of those counties that fell into the 40th district.
To hear Caliguire tell it, O’Toole belongs to part of the state Republican Party that has strayed from its ideological roots of small government and low taxes – a party that gets less and less discernable from the Democrats every day. Caliguire argues that state and county governments are too big – citing that the state of Illinois has 50 percent more people than New Jersey but the same size state government.
Caliguire thinks the state could cut 15 percent of its state government jobs. O’Toole, he says, has done nothing to downsize Trenton, and is too liberal on social issues. Caliguire proudly says that everyone on his slate is pro-life, anti-gay marriage and anti-civil union.
“I think that we need a change in Trenton. The leadership of the Republican Party has failed to articulate a coherent conservative agenda that provides an alternative to Democrats,” said Caliguire, who served as an aide to Gov. Thomas H. Kean in the 1980’s.
But O’Toole, the Essex County GOP Chairman and Assemblyman since 1996, also claimed allegiance to Reagan’s legacy, saying he’s been endorsed by Charlie Black, political director of Reagan’s 1980 campaign. O’Toole characterized Caliguire as a “Johnny-come-lately” who until now has done little to push the party in a more conservative direction.
“They don’t speak for the Republican Party. They’re not he heart and conscience because they say they are,” said O’Toole of Caliguire and the other candidates on his slate.
O’Toole said that he’s endorsed by 90 percent of local elected officials, and that Caliguire is backed by Bergen County Republican Guy Talarico, who’s been criticized by some on the right for being too cozy with Democrats, and who O’Toole says was spotted singing karaoke with Democratic chairman Joseph Ferriero. He went on to defend his record as a fiscal conservative.
“We are the ones who put together a $2.2 billion budget reduction which we formulated and took to the Governor,” said O’Toole. “Todd is just out for Todd. I’m out for the Republican Party.”
While Caliguire is optimistic about his chances, O’Toole is sure of himself, saying he expects to beat Caliguire by a two to one margin. “There’s no formula that says we’re going to lose this race, but we’re running hard,” said O’Toole. It doesn’t help Caliguire, said O’Toole, that he lost the election for Governor in 2005 and for Bergen County Executive in 2006.
“I just think he’s incapable of winning,” said O’Toole.
Despite such harsh rhetoric, both candidates say they have a friendly relationship when not campaigning and will continue to do so once the election is over.
“We’re very cordial,” said O’Toole. “We can talk about a lot, but when it comes to this he’ll never see it the way I see it, and I’ll never see it the way he sees it. After the race is over, I’ll be ready to shake his hand.”

Caliguire is the biggest idiot ever. No wonder why he lost by so much in his race for Bergen County Executive. Proudly claiming your ticket as pro-life, anti-gay marriage and anti-civil union in North Jersey might as well be the same as shooting yourself in the foot.Pro-life and anti-gay marriage might barely work, but anti-civil union will definately not. The conservatives in this state need to stop worrying about being socially conservative, even if they are, and worry about being a fiscal conservative and tough on corrupiton like O'Toole.
Guy = Bonzo not Bozo
The Republican Chairman of Bergen County uses the preservation of Bergen's Senatorial Courtesy as the main reason he is running a slate against O'Toole, Russo & Rumana in District 40. He says Bergen needs to retain a Senator living in Bergen in the 40th District, primarily because of the power to influence appointment. This need presupposes, quite prematurely in my opinion, the defeat this November, of Senator Cardinale and, thereby, the elimination of his Senatorial Courtesy, in the 39th District. If, as expected, Senator Cardinale retains his seat, this would make the matter moot. Chairman Talarico’s decision to waste the Bergen County Republican Organization’s scarce resources in fighting a quixotic battle for the retention of Senatorial Courtesy in the 40th would be bad enough if it was true, but it is not. Talarico is running John Ginty for Assembly in the 40th. Ginty wants to have the direct election of Judges, thereby gutting Senatorial Courtesy of it's main power. If Guy Talarico was truly concerned with Bergen’s Senatorial Courtesy why would he recruit a candidate on a slate for office who proposes to destroy the very thing that he says he is running that same slate to preserve? The obvious answer is he wouldn’t but you can come to your own conclusions as to exactly what, besides utter incompetence, is going on here. As Chairman, Guy likes to attach himself to Ronald Reagan while the media more often compares him to a clown. The truth is they both have it half right. Guy does have an attachment to Reagan but he's not Bozo, he's Bonzo and it's way past his bedtime.

Nice to see Talarico is making the big push in what is left of his crumbling base. He can't even put up semi-credible candidates in 36 and 38, but is planting the Reagan flag in the great northwest of District 40. What a joke. If Cardinale loses, and I don't think he will this time, you can lay it on the lap of Guy and what is left of the BCRO. O'Toole is no great prize, but this fight is beyond ridiculous for a party that has virtually ZERO chance to retake the Senate. That being said, their chances are better than retaking the Assembly.

Kevin Collins and Guy Talarico are so unbelivably arrogant that they think that it is okay for them to break Reagan's 11th Commandment. There is NOTHING Reagan about Talarico or Collins. When O'Toole wins this thing will Talarico do the right thing and just walk away. Who else is sick of this?!?!

The Last Refuge of Scoundrels
Patriotism , it was once said, is the last refuge of scoundrels, Similarly, conservative ideology in Bergen seems to be the last refuge of the politically desperate. Todd Caliguire is no more a conservative than Harry Reid is...He hasn't won an election in 12 years, can't raise money and would be a disaster in the state Senate. Talarico is a phony who wants desperately to get back into elected office, but knows he can't win a race -- so he is trying muscle his way in by clinging to the eviction notice on the BCRO headquarters. What have these two great "conservatives" ever done to promote conservatism? Nothing. Didn't Caliguire last year endorse the most liberal, idiotic pay to play ban yet offered? And isn't Talarico supporting Rudy for President? Hardly seems like something Reagan would do, now does it. It's not ideology driving the race...its desperation.
Biased reporting on the new PoliticNJ
The lost-wing of the Bergen Repub. party controlled by Talarico (outgoing Bergen Republican Chairman supporting a ridiculous primary challenge suppoting an unwinnable Todd Caliguire)seeks a costly and ultimately worthless primary in the 40th. Caligure could not win as Bergen County Executive. He could not win in other races for even higher offices.
Caliguire may have many talents, but representing you in the legislature is not his forte. The proposed primary is Caliguire, proposed only through outgoing conflicted Bergen Republican (Democrat) Chairman Talarico vs. the clear choice of the great majority. Assembly minority leader Kevin O'Toole has done a remarkable job, not least in his ability to bridge the aisle with democrats WHEN NECESSARY, yet stand strong on his republican conservative values and convictions.
The above article is biased. It begins all about Caliguire and makes O'Toole an afterthought. Just wanted to set that record straight. I am sure O'Toole will adress this himself at some point. Bottom line - there is money to win republican seats in Bergen - why is the Chair Talarico spending money on a useless primary when there are those in his district he could help to win seats with election monies that should be used on winning those seats?

Those of us living in Essex County are only too familair with his strategies as chairman here, namely abandon replublicans in Towns like Livingston, Millburn, West Orange (where I live), in order to avoid any direct conflict with the democrats and at the same time maintaining cotnrol of his small fiefdom in Cedar Grove Verona and the Caldwells, so he can appoint his family and buddies to lucrative positions. The irony is that, with the crazy gerrymandering laws in NJ, our county chairman has to run in a district that is primarily in Bergen County. At the same time, we Essex Republicans have no voice to oppose the ridiculous spending going on in our county. I don't know Todd personally but I like his stances. A for John Ginty, he is a true patriot who actaully wore the uniform, unlike the chicken hawks on O'Toole's team.
